The International Registration Plan (IRP) is a cooperative agreement for registering vehicles that travel interstate. Carriers file an application with their base jurisdiction. The base jurisdiction issues registration credentials for each vehicle, and disperses registration fees to the other jurisdictions. You need an IRP (sometimes called apportioned) vehicle registration if you travel in more than one state, and your vehicle weighs more than 26,000 pounds, OR has three or more axles, regardless of weight.
